Ministry Official No. 39423 was a wizard who worked at the Ministry of Magic. A Ministry Official, this individual was in charge of validating Ministry of Magic Identity Cards, having validated Mafalda Hopkirk's.[1]

- This character's signature seems to say "Wakefield", but that is not entirely legible. If that is correct, this character was presumably named after Lauren Wakefield, a graphic artist who worked on Harry Potter and the Half-Blood Prince, and both parts of Harry Potter and the Deathly Hallows.
